Isaw this today, the shrubs are the homeowners, inside his property line. When foliated, the leaves may be a sight obstruction. It is his responsibility,his negligence if an accident occurs. Not the city's. You can however call 311, and ask the girls to direct your concern to codes dept. They can cite him, and fine him if he does not prune the shrubs.
