Call the ASPCA, report animal abuse/neglect. Some family wanting to rescue a dog would love to adopt a golden. This is a crime, please report it to the proper authorities.

People like that shouldn't have the right to own a dog!

you can also contact a local rescue group. sometimes they can get the owner to legally surrender the animal to the rescue who will get it adopted, especially a golden! ASPCA sometimes can be of no assistance IF the dog has 'sufficient' shelter from the elements and if there's evidence of the animal getting fed. Some animal control officers are more sympathetic than others but no matter what, they are limited as to what they can do. They can fine and/or leave notices but unless there is severe neglect, it's up to the neighbors to keep attention on this situation and maybe even help the owner get the dog in a better situation. Try to control your anger with them, it just makes these wackos shut out any potential help. There are several rescues you can contact such as Home At Last Dog Rescue, Thunders Angels, Lulu's Rescue all within a few miles. They are not a shelter, but they would help if they are able. Are you kidding? They should be arrested. The problem is that the state deems animals "property" so you can do what you want. SO sad. Karma just like Michael Vick to these people.

they can seize the animal if conditions are severe and the owner doesnt meet the requirements after several notices but the dog will end up in the shelter and could potentially be euthanized. its a no win situation for the dog. "Dogs Deserve Better" may be interested also. Just google it
