Agreed! This sort of barren plaza was traditionally part of the original development deal, so they could build the huge (OK, ugly) tower. But now the owners casually disregard any such agreement, and doubtless have fenced it off to keep homeless folks from taking up residence there. It's a blight, and one of the principal entrance routes into downtown New Haven. Surely the city deserves better than this.
