The Latest Project Status Report found on the City of Virginia Beach website indicates the current projected date of completion for the Kempsville Road Intersection CIP is April 28, 2015.
The online Project overview mentions the following: “It was the CAC’s concern that the project maintain a sense of community for Kempsville and provide for aesthetic improvements while increasing the capacity and functionality of the intersection.
To this end the Princess Anne/Kempsville project was designed with aesthetic improvements that were coordinated with the colonial architectural elements that are included in the Historic Kempsville Master Plan. The existing culvert over Fox Run will be replaced with a concrete arch bridge with a brick veneer. Brick paver crosswalks, black street lights and traffic poles, pedestrian level lighting and landscaping are also included with the project.”
From the aerial photo of the project available from the website and Project Report, it appears that the gazebo you are referring to is part of these aesthetic improvements.
As for the current cone placement, it is not clear from what I found on these sites whether that is to reserve room for a planned sidewalk on the north side of Princess Anne, or for some other purpose.
