Around 9:45 pm on Friday, 9/26/2014, a young couple was harassed by a young white male who was standing outside his house near the corner of 13th & Dickinson. He looks about 19 years old, and usually wears a t-shirt and baseball cap. He has shaggy brown hair and is often pacing the block on S 13th Street between Dickinson & Tasker. The couple walked passed the man and said hello. The man then chased the couple to their car, screaming and threatening them. He appeared to be in an altered mental state and not in safe mental health. The police were called, and he is being investigated to decide if he is a threat. Please be aware when walking passed him, and do not acknowledge him. If you feel threatened, please call the police asap and make a report.
