This seems to be an ongoing challenge on Spring Street. It should get towed at this point.

The Parking Officers will keep monitoring this vehicle and ticket as needed, we may only tow a vehicle if it is a traffic obstruction, blocking a driveway or has scofflaw in excess of $200.
If and when the vehicle meets the criteria it will then be towed.
