Update from Stormwater: "There is a storm water improvement project occurring on Snell Isle in which the contractor is installing box culverts at Snell Isle Blvd and Rafael Blvd NE. They have a by-pass pump set up to pump the water off the streets until the connection is made which we were told would be soon. Stormwater has received a few complaints about this location in the past two or three weeks from high water to fumes from the pump. They are controlling the water pretty well but did have some mechanical issues with their pump a while back which have since been resolved. The large amount of rain we've received lately hasn't helped, either."

I just drove Rafael through both Snell Isle Blvd intersections. There is no sign of a project at either. (please if I am confused help me :-) There was a project at Snell Isle and Cordova that sounds very much like you describe. (box culvert, pumps for days if not a month) I assumed that the flooding was caused by the construction, but since it is now all closed up and sodded over and the flooding persists...I am back to my original question.

FYI.. I am sure that if you could stop the flooding at the Western intersection of Snell Isle and Rafael (which has flooded since the earth cooled) you would.
