I live on the south side of that intersection (1881 SW 69th Ave). It occurs for roughly two hours during morning rush hour from roughly 7AM - 9AM. The traffic moving eastbound on Pembroke Road gets stuck between that light and the light at SW 68th Ave. I believe with better timing between the two lights allowing cars to pass through both lights will relieve this situation. What happens is that traffic starts to back up waiting for the 68th Ave light and what eventually happens is that drivers have to stop at both lights. As soon as you are past those two lights, traffic moves just fine (I often drive to 441 and turn north or south). There is a bottleneck here which should easily be solved by traffic light timing as well as ticketing cars in the middle of the intersection when the light changes so that cars turning eastbound on Pembroke Road can get through too.

I also believe that posting "Do Not Block Intersection" signs would also be very helpful. Please note that since the south side of the intersection coming out of the "no outlet" area has "no turn on red" signs, this only compounds the problem and should be removed. I understand that there is little room for two turn lanes but if the person only wants to go right and they are at the head of the line, they should be able to turn on red with caution.
