Description

There's an ill-fitting manhole cover in front of 28 Highland Avenue. It makes a loud thunk every time a vehicle drives over it, which is constantly. My upstairs neighbor says it keeps him up at night because our house is right up against the sidewalk. My bedroom is on the lower level and I used to think someone in the building was building stuff in the middle of the night before I realized what the noise was.
