As the beggars stand here all day long, every day, they litter and dump their refuse. It is a mess all the time. It is on the side walk, and on the area that may be maintained (or not apparently) by CalTans. Chronic issue and needs a fence, maintenance and maybe some attention to the vagrants who abuse the neighborhood.
