I apprecciate your attention to our downtown neighborhood. However,
the complete lack of care of so many yards need to be addressed before we
complain about neighbors who are taking care of their property.

There is no before or after its all the same. Water waste is just the same as someone who lets his yard look lke a dirt junk yard. Instead of policing me lets see more reports from you.
