There is a heavy set older women who pushes a blue cart filled with shopping bags filled with garbage. She pushes the cart to the local store and on the way she will just drop them off at trees or poles when no one is looking. She briefly looks around and makes her move. She has done this many times on S.15th Street and on Moore St. She normally has a younger women with her and does it the day after trash day. She looks hispanic or asian with curly hair. Unaware that someone is looking she continues to litter the Newbold area without reason.
