Thank you for reporting the damaged sidewalk. Please note: If the sidewalk is damaged by a county street tree the Howard County Bureau of Highways will repair the issue. If the damage is from normal wear and tear or ground settling then it is the responsibility of the resident or business that abuts the sidewalk. Sidewalks that are a tripping hazard will be patched and placed on the repair list. The current backlog for sidewalk repair is 15 months.

The sidewalk was torn up by the contractor, therefore the contractor should replace the sidewalk in less than 15 months

I believe the abutting property owner is in the process of creating a subdivision on that property called Centennial Lake Overlook. I would expect to see more construction activity at that property soon, and I would not expect the property owner would fix the sidewalk now only to have future damage caused by other contractors needing access to the site and utilities and roads crews needing to excavate.

To clarify, this sidewalk is on the opposite side of old Annapolis rd from the development you referenced. In addition, I am appalled to learn that a for profit developer is allowed to remove a community amenity for up to 15 months without being required to provide tax payers with a safe and reasonable alternative.

I'm sorry. I did not understand what you were reporting, so disregard what I said before. I thought you were reporting that the sidewalk on the south side of the road was cracked/damaged by trucks driving onto the new subdivision from the road. Now I believe that you are saying that the contractors working on the new development have broken up and removed ("uninstalled") the sidewalk on the north side of the road. I don't know why they would need to do that, but it probably is required for development of the new subdivision. I would suggest that you try contacting the Department of Planning and Zoning and/or the Department of Inspections, Licenses, and Permits. I don't think the Bureau of Highways is going to be able to answer your question of when the developer is going to replace the sidewalk. Their answer assumes the sidewalk has been damaged, not removed, and it is an estimate of how long it would take the county to repair the sidewalk, not how long the contractor would take. It's entirely possible the contractor will repair the sidewalk to usable condition in a few weeks. Hope that helps.

Subdivision plans (F-14-002) show sidewalk to be replaced.

It is particularly dangerous during construction as drivers are distracted by the construction activity. Many people used that sidewalk to go to the shopping center. Kids use it to go to Centennial park. There does not appear to be any reason the sidewalk cannot be replaced far ahead of the completion of the development. Does the new plan call for the sidewalk on the original side or the development side? At a minimum, reflective flexible road markers and pedestrian lanes lines should be installed/painted.
