Per Public Works, that is correct. There is a bad detection loop for that movement and the controller has to be placed in recall mode in order to service that particular movement. A work order has been generated and now the City is waiting on the contractor to recut the detection loop. Until the loop has been recut, the intersection will continue to service that movement even without a vehicle present.
