It seems like this should be easy enough to figure out whether or not the apartments own the property that is not getting cut. Their yard crew stops at the end of the guardrail. If they own the rest of the property up to where the homeowner's property starts, then they, as good neighbors and property owners, should have their yard crew keep mowing the extra 100' or so. And they should do it every time they cut their own property.
