You are right it is too tall .

After they put down the 4" to 6" of new asphalt the walls will be fine. Everyone complained that this road needed work and now that there doing it and taking the time to do it right, and fixing everything including the drainage people still aren't happy. Find another route and stop complaining. When it's completed the road will be a speedway and then a whole new bunch of complaints will be coming in.
