why should the city impose yet another rule? why can't we enforce the rules we have in place? people should know when to set out their trash, regardless of whether or not there was a holiday. give them a citation for setting out their trash too early, a citation when their block is littered with paper and bottles out of their own trash cans, a citation when they do not meet their responsibilities as homeowners or tenants. report litter as it happens. complain to sanitation when they do not respond. you know how that goes... unless you're on top of them, they will not pay attention to you or anyone.
