The installed signal at this crossing point is NOT available and has been covered with garbage bags. Solution seems to require a Left Turn RED arrow from westbound Whalley/Fountain intersection to be installed in order to protect pedestrian activated crossing signal.
Also, crosswalk and stop bar need to be re-painted.

Agreed that the ped-activated solution suggested above is a short-term fix.
The 2010 SCRCOG report Greg mentions, the Whalley Avenue Corridor Study, can be downloaded at: http://www.scrcog.org/documents/WhalleyAvenue-FinalReport.pdf. A drawing of the proposed Whalley/Fountain realignment is on page 31. This seems like a good long-term solution, resulting in a safer crossing, calmer traffic, additional on-street parking, elimination of a dangerous merge and right turns from Whalley onto West Rock, and wider sidewalks. Take a look and please weigh in.
"An Action Plan for the Revitalization of Westville Village", which is a major guiding (though not authoritative) document for the Westville Village Renaissance Alliance (WVRA), can be downloaded at http://www.westvillect.org/wvrapage. The section on transportation and traffic-calming starts on page 25. A modern roundabout at Whalley & Fountain would require the "taking" of property, so is unlikelier to happen than the above scenario.
