But I think the first person we should try it out on is the mayor we should put her somewhere on Central Avenue and open up a pumper and just watch it roll down the street into a gutter

A huge challenge in this area is that we can't always determine where the smoke is coming from and, even when we can, the fire department cant access the illegal fire when it's in the backyard of locked apartment buildings with no access other rhan THROUGH the building. It's the same reason police give for not addressing building noise issues (no access to locked apartment buildings). What do you recommend to get resoluton in this instance?
