Description

This morning at 10:40am I was next to an African American female in a City of Raleigh CAT car turning out of North Hills Mall towards downtown Raleigh on Six Forks Rd. She was texting on her phone the entire time I was next to her. TEXTING. Texting is illegal I thought in North Carolina? She wasn't calling anyone, she was texting. A city employee shouldn't be on a phone in cars we pay for less texting.
