Thank you for responding! I know it's hard to fix an intermittent problem, but it's very frustrating when it happens since that is the only way out for hundreds of homes.

When it fails, I don't know if it recovers on its own after skipping a cycle or two, or whether it finally works because a car has come up to the opposite side of the intersection (W. Running Brook Rd.) and triggers it from there. I once waited to make a left through 3 full cycles, when people got left-turn arrows but I never got a green light; it was about 11 PM and there was no traffic coming from W. Running Brook to make the light change. After not getting a green the third time, I gave up -- to avoid running the red light I had to go to Columbia Road, make a left turn (since U-turns aren't permitted there), go up to the 7-11, go through the parking lots to W. Running Brook Rd, come back to the intersection with LPP, and then turn right to get to where I was trying to go!
