I have reported this drain pipe that sits half way my back yard to the city because when it rains my whole back yard becomes flooded. The water that runs off the street after it rains comes through that pipe and because the pipe stops halfway my back yard it floods along with a rising Campbell Creek. I have been told by the city this does not qualify as a priority. The pipe in my yard is about 20 yards from where the creek comes across my back yard.
