Parking enforcement is part of Oakland DOT and has no policing or towing power. They also do not seem to have the ability or will to contact OPD over what is an abandoned vehicle. OPD is getting around 1800+ reports of abandoned vehicles every month. So it taking months for them to even come out. I have had luck seeing the vehicle is open and looking owner info/insurance papers and making contact. I have helped several people get there cars back.

If there is any indication that a vehicle may be being used by someone unhoused, parking enforcement will do nothing about it, not even report it - even if parked at a meter. This is a department policy, I was told, by direction of city council. But police will respond if at a meter. If the vehicle is not at a meter, good luck getting anyone to respond, even if the vehicle is partially stripped, missing plates or registration, or leaking/storing hazardous materials.

We had a stolen SUV parked a meter for more than 4 months. It received more than 15 parking citation and had at least 2 72 tow tags on it before OPD finally towed the now mostly stripped vehicle away. Its an on going battle to get these taxpayer funded city employees to do there jobs.
