Description

Tuesday, June 17, 2014, it is street cleaning. There was a black SUV parked on the side of street which was scheduled cleaning.

The traffic control officer didn't issue parking ticket for that vehicle. The patrol officer who had never failed to issue tickets for any street cleaning violation, but didn't issue any ticket to the black SUV with a NJ license of HS 2886.

Who is the person behind this favoritism?
