New residents of reported location have several small dogs that bark constantly in their back yard. One of these dogs emits a high-pitch yipe that goes on and on. This occurs at any given time of the day, even as early as 3 or 4 a.m. The peace and tranquility of our neighborhood has been shattered by this incessant yiping, and our sleep has been so interrupted that our health and quality of life has been adversely affected.
