Sharraxaadda

I live two houses down. My neighbor and I have good working drains and pumps in our backyard. 9328 B. Jamison Ave their drain in there backyard does not let water go down at all. Its a mud pile back there. It affects my house and the house next to me. The water comes up fast sometimes and we are a fear of flooding. Can someone come out to that house to see how they can fix it. It is a huge problem.
