The Fortland Avenue and Shadow Lane trailheads are meant to be neighborhood connectors. They are intentionally designed to transition trail users from an active recreation into a more passive neighborhood setting.

I understand about the transitions but having to go from blacktop to dirt to concrete and then a very sharp angle to enter at Fortland is tricky at best

no real answer been waiting 3 months obviously not an important issue from whoever's perspective
