How well do you know the law. I have been through this intersection. If they are making a left turn they have a green, or should. This means that you have a red. Last time I read my state manual it says that I am responsible to stop on red and then make a right on red only if the rest of the intersection is clear. It sounds like you are not yielding to them and maybe you need a lesson in the state law. Not the people that are following the law needing a sign. A little education and problem gets fixed.

I too have been thru here. It was alot better when the landscape was kept up. There have been budget cuts and no raises in four years. I attend the meetings and do community work

What does the landscape have to do with signage. Try to keep things separated. Also the landscaping out here looks good. A little education has fixed the problem. It is called follow the laws.

It's not making a right on red that's the problem. Cars not making left turns but making U-TURNS are the problem. If you are stopped at the light and there is not anyone coming from the left, you can make a right turn, right? Except at this intersection, cars are making u-turns NOT left turns.

This is how the law reads.
§ 46.2-835. Right turn on steady red light after stopping.

Notwithstanding the provisions of § 46.2-833, except where a traffic control device is placed prohibiting turns on steady red, vehicular traffic facing a steady red circular signal, after coming to a full stop, may cautiously enter the intersection and make a right turn.

Notwithstanding the provisions of § 46.2-833, except where a traffic control device is placed permitting turns on a steady red, vehicular traffic facing a steady red arrow, after coming to a full stop, shall remain standing until a signal to proceed is shown.

Such turning traffic shall yield the right-of-way to pedestrians lawfully within an adjacent crosswalk and to other traffic using the intersection.

Note the last paragraph. You are required to yield the right of way to all other vehicles in the intersection and pedestrians because you have the red light. If the U-Turn vehicle has a green light and there is no sign restricting the U-turn then they will have the right of way.

You apparently have not been by that intersection. I have seen near misses on more than 1 occasion and it wasn't me. It happens when a car stops at the red light, then proceeds when no one is in the intersection. Other cars are making left turns but then a car in the turn lane comes up and does not make a left turn but just zips around and almost hits the car that is already in the intersection. Either it should be no u-turms at that intersection or no turns on red. It's dangerous!

Can you please tell me what landscaping workers have to do with signs on a traffic signal??

Even though the City of Newport News does not monitor this site some people are trying to report real issues.. Then there is one yahoo yes I know it is one yahoo because you may use a bank of different fake names all of your comments are still the same statements that have NOTHING at all to do with the matter being reported. You keep items open for no reason what soever other then to see your self ramble on and look stupid.

Seeclickfix is awesome. It works great! I am sure that citys monitor the site and use it to better the lives of citizens. Budget cuts or not, it helps the workers and the taxpayers. It is a win win for both.

I think if you look back thruout history, landscape professionals have always been the first to help during times of need. Sincethe layoffs there have been more chances to gain a step or two along this path.
