Depending on the time of day, the collector traffic light just south of Hall Rd. is completely mistimed compared to the light at Hall Rd. itself. Traffic backs up between the two lights, cars cannot get out of the median turn around, and only a few cars can get through the light. Changes by time of day. Synchronization between the 2 lights is way off.
