Neighbor's side yard has not been cared for since September 2013. It has become overgrown with debris clogging gutters. This individual has also cleared a section of yard creating a new large debris pile in the gutter a few weeks ago. Neighbor is not within Dekalb county ordinance for yard maintenance and does not comply with the rest of the community.
