Just watched my neighbor do it right now. This is city wide and nothing is being done about it. My shovel will take care of putting piles on the owners front steps in a minute.

I saw the dog and owner contributing to this last Saturday around noon. It was a guy with a large tan dog. Looked like a Mastiff mix.

I've seen the same person and dog late on a Sunday morning. It's likely someone who lives close by and is a JERK.

No, UJ, I was not just watching people do this. Had I been on the same side of the side of the street, I would have said something and probably would've been told to "mind my #$*#! business." But I was diagonal across the street and he walked off once his dog finished its business. So don't jump to conclusions.
