I want serious action taken on repeated dumping at this location. Neighbors and or businesses are using the location as personal dumping site. Someone has to be held accountable. Personal mail in this heap of trash.

If you have evidence that can be used to prosecute dumpers, you might want to contact the City Attorney's Office since they are the ones prosecuting illegal dumpers. Here's one of them:
