Someone is either leaving their trash can out or a trash can has blown down Smedley from parts unknown. For the last month this trash can has been rolling up and down the street, half filled with trash that spills out and rolls around. It's located on the western side of the 700 block. Attempts have been made to locate the owner but no one seems to claim ownership. We didn't want to "steal" someone's bin, but it's now been rolling around for weeks. Please remove it.
