Some utility company (cable, telephone) dug up my side yard to run cable and never finished their work. They tore up my grass, left a open hole, and left cable laying out.

Thank you for using Huntsville Connect! This sounds like a Huntsville Utility pole or your local Comcast/Knology cable company if they left cable line out. The City of Huntsville has no dealings with these projects. I suggest calling it into either of those companies to find out who actually did the work and they will be the only ones responsible to fix it. However, i see you reported this under a "Sidewalk repair",is there a sidewalk in need of repair or are you only reporting the cable/utility line installation issue?
