The Green is still a mess; it's trash and litter and homeless campsites discourage all others from enjoying it.

Because they do nothing about the trash and squalor on the New Haven Green, a National Historic Landmark, the city elders, in this case The Committee of the Proprietors of Common and Undivided Lands, which owns the Green, have made a decision: That because the historic New Haven Green cannot be kept clean for all to use and enjoy, is is effectively only for the use of those who create the mess or who can bear to sit in, on and among filth.
