Most issues were addressed shortly after original report. At this point however, the Resident Parking Sticker program has only worked with residents who already follow the rules. The gang of men who are responsible for most, if not all, of the issues previously reported, have not followed the Resident Parking Sticker program and continue to have multiple vehicles, without a parking permit sticker and non-residents, parked in the front row taking up spots for residents. The apartment management has been informed but refuses to take action! These same men continue to get drunk and hang out in the outdoor common areas getting more and more belligerent as the beers go down. A few nights ago, they parked in the parking lot for well over an hour, occasionally stumbling out of the truck to pee...in public, in broad daylight! The apartment management is being discriminatory and violating Renters' Rights laws as well as their own Leasing Agreements by allowing only this group of Hispanic males to continue to blatantly break rules and create an unsafe and undesirable environment.
More importantly, no one (neither city, nor the apartment office or the management) have done ANYTHING about investigating how many adults are living/staying in this particular apartment (as well as others). There is no doubt that the number of men staying at this one particular unit FAR exceeds appropriate or allowed numbers. Over the weekend there were 4 untagged vehicles parked overnight and all weekend for this one unit, with AT LEAST 5 adult males staying in the apartment. Police are still having to be called on a regular basis, just for this one group of men. When residents call the apartment office, all we get is, "We will look into it", or "We will talk with them"! After over 7 months of this and plenty of opportunity and time to fix and correct these issues, it is long over due!! And considering some of these guys cannot even supply an ID when asked by cops, Immigration/ICE needs to be involved as well! Enough with law-abiding citizens having to put up with non-law abiding whatevers! Come on Haltom City, Richland Hills and Rio Vista Apartments, try having just a small morsel of pride and responsibility. Talking and going through the motions has not worked for over 7 months! This problem should be fixed (like as in EVICTION of the trouble makers) IMMEDIATELY! Not next week or tomorrow, but TODAY!

On another report for this same property a HC city official asked for regulations to be posted. Here is one of the answers from Dlyn:
having the lights back does help and nice of someone to get them fixed, but this place needs more than just fixed light and an occasional drive through from police, it needs further investigation regarding business and leasing practices, violations regarding fair housing (discrimination and quality of living here-Title VIII of the Civil Rights Act of 1968 Fair Housing Act), public health (men allowed to urinate outside, wherever-Texas Health & Safety Code - Section 121.003. Powers Of Municipalities And Counties), utility/sewage strain due to too many adults living in units (we have water and electrical issues weekly), check Texas state maximum occupancy guidelines/regulations-Texas Property Code - Section 92.010. Occupancy Limits,

@happygirl33, we need more residents to submit reports to the office, to the property owner/management company, Monticello, and to the city. Unfortunately, short of taking the law into our own hands (which I do not advise, especially not with these drunk thugs), we are left with reporting. But one of the greatest things anyone can do is use their voice and make sure it is heard! As far as reports to the city, they need to be posted here on SeeClickFix.com as well as in direct emails to Mayor, Council and the City Manager. In addition to that, check local news websites and find their Investigative Reports page and form. Most of the news websites have an online form for submitting stories to the investigative reporters to investigate and report.
And as far as what we can do at the complex to help our legal, law-abiding neighbors? Well, be watchful, especially of the women who are single or alone while husbands at work. The women have to walk through these gangs of drunk men everyday (or at least in this one particular area). And if the men are not visible from the parking lot, look a little closer, they hide out in the breezeways and have an organized "look-out" system for watching for the police. They holler through the courtyard when I police car is seen approaching and they all scuttle back into their apartment and hide out until the police are gone. If you walk by their apartment, they usually leave their front door wide open, revealing the multiple bed pallets all over the living room (enough for 4-5 to sleep, just in the living room alone). If you are able to get pictures and/or video, GREAT! We have pictures, but it is not always easy or safe to get pictures. I know I do NOT want my wife going outside to take pictures of these guys, they are not good people and they are always up to no good!
And please be careful yourself, happygirl33, we look out for our neighbors and watch to make sure our female neighbors make it to and from their units. While this has not happened to us directly, we have been told by three different neighbors that these men have actually come knocking on their doors, asking one neighbor for drugs and propositioning a female resident for something better offered by a "working girl", if you get my meaning. I honestly have no idea why these men are even allowed to live here anymore!

We actually have 2 different lawyers watching all of this take place on this site and all emails to Monticello and Haltom City we have sent. Their advice, DOCUMENT EVERYTHING, take as many pictures as possible (but do not put yourself at risk to do so) and, without hesitation, continue posting on SeeClickFix.com!! They understand this is a lower income community where none of the residents probably have the funds to hire legal representation, BUT they follow up with an agreed, "There is absolutely a case here" and not just against Rio Vista and Monticello, but all authorities not meeting their responsibilities to the citizens. They also directed us to the site provided below, for additional help and support and advised us that these are valid issues/cases for civil court, which any one of us can file to without a lawyer or legal counsel...more about it on the site they recommended, here that is:

I have lived in a hell hole with a bad manager trust me i know what that is like . and here is far from it from what i have seen in just a yr living here .

I think you are uncommonly fortunate to have more than one commentator within your apartment complex even examining the issues and taking the time to discuss them. Good for you. Thanks to seeclickfixThe Police Department would be happy meet with a group to start a crime watch for your area. A couple of flyers at the mailbox would go a long way. I feel certain too that the management of the complex would be supportive of a crime watch group.
I would be delighted to have and meet neighbors who cared about the place I live. I am sure you would find many more like minded persons if things were more formalized. That is the long term goal .
The short term goal is correcting behavior. A difficult task sometimes. How about breaking the general issue into smaller issues? The Trans Am tells everyone that rules don’t matter.
The gentlemen crowded into an apartment is a violation of the Fire Code. THAT will close things down faster than anything.
Imagine the FIRE CHIEF saying to the Manager that he has had complaints regarding the occupancy of an apartment. That he would like to meet them in the morning at 0700 hours. Then , in the morning give the manager the specific apartment, #xxxx for exam. They have to have probable cause, OR and this is important , permission of the manager. I feel certain that the manager would rather have the Fire Chief examine one apartment than the entire complex.
Talk to the Chief. He doesn’t care about the drinking etc. He cares about saving lives. Give him very specfic information. Who, where, when and how many. You might do best with a face to face on this one. He will protect your identity. I would ask him to do so even from the rest of the city staff , if I was you.

These people here bashing the Corp office and office staff has got to stop .
Focus on the issues .You will get a lot done faster and easier .I know the City has been here asking what's going on because of all the calls, emails, etc .

I am truly sorry you have taken such offense to this, but we truly have been experiencing these issues and they city has gotten involved to correct them as they can. We understand you have a much better experience in your area and we will not question that as true, but it truthfully has not been the case in the back. Again, I am sorry you take such offense to that, we really are good people just trying to have a safe, healthy, and happy home.

The last apt complex i lived in had 1 crime watch meeting and that was it . i was very upset .because i was wearing myself out walking to the parking lot and checking for bad people all hrs of the night .
But yes there was a Police officer there at the meeting .
Its too bad that complex didn't follow threw with more than one meeting...but like i said we had a very bad manager and she was too busy doing illegal things herself so 1 meeting is all we had .sad huh ?
so we all watched out for each other ,and like i said , i came from a bad place where the manager will have your car towed without a orange warning because she was getting a kick back from it .
That's how i lost my car last yr .I'm not happy that RIO VISTA chose the tow co because they are bad . I have a article that they were even investigated by the police etc .They have so many complaints on them its unreal;
,y last apt was a low income place also and I saw lots of people lose their cars . and i was one of them .and mine was parking in the same handicap spot for the 8 months ,my car was towed 2x in 2 weeks stating my handicap tag as not hanging up when i had many people that saw that it was
so like i said , i know some managers can be very mean and when they are like the one i had , when shes out to get you she will get u ./
They are now being suied by a few people and I hope Karma gets those who were bad ,ya know .
anyway .Crime watch is great but the people have to follow threw with it and make it a steady thing . i used to watch the parking lot and 3 buildings there but after they manager didnt seem to care anymore about ,meetings and crime- well we looked out for each other and thats what i was trying to do with you all .

Wait, so there is or there isn't a Crime Watch at Rio Vista? Just a couple posts down it is stated, directly to the Fire Marshal, that a Crime Watch meeting took place and that it had been set up? But then someone else posts that they called the office and there is not a Crime Watch? So who is being truthful and who is spatting lies?

I posted about 20minutes ago asking that very question but it never showed up here? I wonder how you answered my question without my post appearing? I asked why a message was directed to the Fire Marshal, quite definitely stating that there HAD been a meeting, accused the reporters of not attending, and again stating that Crime Watch HAD been started!
Pretty darn weird how you answered without my post appearing, not sure how SeeClickFix managed that one, magic I suppose.
At any rate, I hope Rio Vista does start a Crime Watch program, my daughter lives here and both her father and I have witnessed the problems posted here and the men that cause them. I was relieved some when the city came in and cleaned the place up but it took reporting here before anything was done.

go directly to city for the most accurate information as to the calls and nature, this can be done with open records request. also, the city has acknowledged issues here, as reported by the reporters and have done so on this site, on another report and it is pasted below:
"Please be aware that Code Enforcement performed a sweep of the entire property (Rio Vista) to address parking and junk vehicles and will continue to address code related issues as needed. Public intoxication, disorderly conduct, noise issues and other such concerns should be reported to the Police Dept., the apartment management and property owner. The city does not condone such activity and expects all residents to have safe and peaceful surroundings."

i base my posts on what i have seen with my own eyes and i have seen these men, seen them the last 2 nights in a row matter of fact. for more accurate information as to what has gone on at this apartment complex, request information directly from the city. i myself have witnessed the HC police come out multiple times, too many to count, multiple law enforcement officers have spoken with the very men being reported (multiple times over many months) and i personally have seen some of these officers come out on more than one occasion.. I have myself seen these Haltom city police gather information from these men such as where they all say they live, identification, so on. They hc police have seen for themselves the drinking, the large group of men and vehicles, the cases of beer, etc. So if you are calling anyone a liar, you are calling hc police liars. You also lied directly to a public official on a public/city website when you told the hc fire marshal that there “is a crime watch set up”
also, i still want to know answers to my questions since you have boldly come on a public, city licensed sited and posted such comments as the office and corporate are going to find out who is making the reports and "take care of it"...I want to know what the heck that means...that is a very threatening statement and you seem to have information that only the office or coporate would have...whether a direct employee of rio vista/monticello or a resident that is being given information by rio vista staff, either way, that is a violation, that is illegal, and you are threatening and intimidating residents and citizens of Haltom City.
as far as contacting the Fire Marshal with the exact information, that is a swell idea but not necessary, the city has the exact information they need and i am confident they will review this report, along with the most recent users posts over the last couple of days and be even more curious as to what is going on at rio vista. the dispatch has been given the exact apartment on multiple occasions, and the office and corporate have been given the exact apartment information, also can talk to the mutlple officer that responded out here, the men they have had to talk to the most, the number one reason they are called out here, those are the men that cause the issues, they are the ones that have lived packed like sardines in that small space, they are the ones that were drunker than cooter brown the last couple nights and the same ones that have done so for months and months. also, the residents here have done things by the law and as instructed and advised by the city

As my wife stated, we will not be posting here anymore due to the threats and intimidation tactics. This is NOT a game and we have not been playing one. On another report the city made a statement that eventhough we do not always SEE what they are doing on a report or issue, it does not mean they are not responding, monitoring and that sometimes things take time. We will trust that and trust their advise on how to handle these issues, as was reposted below.
