There's a difference between a dog and kids!! And a dog owner must be responsible for his dog when he's outside. There's also a difference between a dog who bark to go back inside and one who bark for 2 hours outside because his leach is stuck somewhere and his owner is too dumb to get out!! There's a "Noise Bylaw" (http://www.citypa.ca/Portals/0/PDF2/Bylaws/Bylaw%20No.%2007%20of%202003%20-%20Noise%20Bylaw.pdf) regarding someone who let his dog barking for no reason. Yes dogs bark but owners must be respect their neighbours too.
Try living in an apt. with a big dog ( small horse) next door. As soon as owner leaves the dog barks and howls till owner comes homes after bars close. Landlord does not care, they pay rent, police too busy. dog never goes out--smells great in hallway--imagine apt. smell and they have baby on the way.
I train my dog not to bark...I'm usually worried that hes barking when I'm not home, but I think hes pretty good. Our neighbor has the worst one, huge white dog barks all day and all night
I have a great Pyrenese dog, that stays outside all the time, (he refuses to come in the house) he ONLY barks when theres someone in the yard thats not supposed to be there, or the neighbors yard, hes doing what he does, protects us warns us when trouble is around. So labeling all dogs and their owners the same way

you think thats bad try living in a basement suite with the land lord upstairs who works nights and lets her dam dogs bark all night long when i have to work in the morning! then refuses to let me(the renter) get a cat...me thinks sum antifreeze will fix the problem...dam annoying mutts.
meybe its a good thing someone is abducting all these dogs and taking them away...maybe its a mad renter/owner who is @#$% off at dogs barking all night too..
Yes it is easy to blame the dog(s) and want to take your frustration out on them, but it is the owner(s) that are to blame. I don't think the deaf population of Prince Albert is as high as the number of barking dogs, so owners, there is no excuse. Dummy up and look after your dog(s).
i have a neighbour two doors down who lets their big dog bark non stop. after two years of listening to this dog and many sleepless nights we started phoning the bylaw officers. after many many calls and many many warnings to the neighbor I had to start writing down statements about this barking dog. i had to physically get up and make sure it was that dog put the dates the time.. it all had to be really specific. finally after writing statements the bylaw went to the house and issued a ticket.. why did it take so many chances before a ticket was issued? probably because the same thing happens everytime. i am now subpoenad to court to testify against my neighbor seeing as he doesnt feel he needs to pay his 300 or more dollar ticket. he has how ever shut his dog up now that he has to go to court about it. i feel that maybe if the bylaw issued a 300 dollar ticket EVERYTIME someone calls about a barking dog that has been going crazy all day and night alot of people would either shut them up or get rid of them as im sure they wouldnt wanna pay that amount more than a couple times.
Once again, it all boils down to enforcement. Just like drunks in the park and other public places, people driving like a--holes, excessive noise from animals, parties or cars, you can have all the laws you want, but if nobody enforces them, they are just as useless as used toilet paper.
It used to bug me and still does a little when my dogs bark, but since people have entered my fenced in yard to steal my stuff on 3 occasions I like hearing my dogs and neighbors dogs bark it catches my attention, sorry .

I have a neighbour who lets her three large dogs all the time, most of the time simply because they want in the house and she does not feel like letting them in yet, or has went to work on the night shift and left them out all night.
Some people like to party and listen to loud music. Should they be able to do this 24/7? What if you had a biker next door who like to rev his harley up at 3:00 am? Would you be impressed? Why can I not have a fire pit after midnight? Because there are laws against it, just like their are laws against lound animals. Some choose to follow the laws and others are just to ignorant to give a damn about them and their neighbours.
Hmm, my neighbors dog appears to be a great pyringese. He's the ugliest thing I've ever seen, never been brushed or groomed, and he barks NON STOP when the owners not home. Barking and howling at all hours. People around here are very tempted to do some not-so nice things (of course talk is talk, no one would actually do anything). I'm going to get my phone and tape the dog one night when he's barking and howling AT NOTHING and give it to the police. A dog that big doesnt belong in town anyway, I couldn't even read my gas meter on MY OWN HOUSE without that dog just about ripping my face off.
I have a neighbour across the alley and three or four down that lets her dogs bark constantly. Even as far away as I am, I am still kept up at night by the dogs. Being a dog owner myself, I know that it is possible to have dogs that don't bark all the time.
Why train a dog to NOT bark. Barking is its job - within reason. A dog should bark when another dog or some stranger nears its house and yard - but within reason. When my dog barks a few times, I know there is someone or something for me to be aware of. I say enough and she stops barking but watches the trespasser.
However, a dog not trained to bark only when it is appropriate, is a major nuisance.
Dogs that bark non stop when the owners are away should be reported every day the dog barks like that. A dog barking non stop is a mistreated dog.
I often wonder why ppl would tie a dog up in their back yard...rope...not a chain or tether...and then ignore said dog while it barked 24/7. Why do that?
Its a dogs JOB to bark, to alert their human when danger is near. I have a Great Pyrnese, the ONLY time he barks is if there is someone in the yard that isn't supposed to be there. As for "those" dogs not being in the city? theres no reason for them NOT to be in the city, as long as their walked daily. whats the difference of being on an acerage? My "bear" gets walked daily, he doesn't WANT to come inside, he has his own pool for the summer months, and a insulated dog house, that he will not use in winter, but sleeps in the snow! So don't label all breeds of dogs the same, and do some research before you start making false accusations about a particular breed of dog.
Yea its a dogs job to bark to alert intruders into your space. I bought a little tiny dog, and it is common knowledge that little dogs are yappy as hell, but I have trained her and kept on her since I got her not to yap yap for no reason, and it has been successful thank god because I hate yappy dogs. Now the dog across the street that's a different story, we can't even walk around our house inside without the thing barking, it is soooo annoying. And big dogs in small kennels all day that bark and howl when there are shift workers trying to sleep during the day holy Hannah. Ok I am done ranting and feel much better for it LOL.
Now I think you can call bylaw enforcement and if they have to visit the residence more than 3 times they will hand out fines, and the more times they have to visit the more the fine becomes. I have not done this myself, but my parents did for their neighbors noisy dog, and this was a couple of years ago. For my case I just slam my door when the dog starts yappin across the street and run a fan during the day when trying to sleep to drowned out the other dog :) Not the perfect solution but better than upsetting the neighbors and causing conflict and neighbor wars lol.
I have dogs so they WILL bark and alert me if something isnt right. I do NOT let them bark for no reason.. My neighbours dont mind that I have dogs as they are also alerted about something going on in the back alley. My dogs are brought in my 9 P.M They are not out all night, I like to think of myself as a dog lover and responsible pet owner. In my neighbourhood you better have a dog and a security system, or you WILL be broken into !
To the person with the great pyringese, you had better not be my neighbor, because that dog barks alllll day when no one's home...MY little dog, now he ONLY barks if something's wrong, whether he's tangled up or someone is near...and he doesn't continuously bark either. I've had this dog keep us up at 3 am...and stand on the fence and bark at me in my own yard.

You people who are glad they bark obviously don't live around a dog that just DOESN'T STOP!!! They're not barking to warn anyone, they're not barking because there's a bad person outside, they're barking because they want attention, they're barking because they haven't been taught otherwise. I sit in my bed at night wishing someone would walk past with a gun.

actually I do live where neighbours on both sides of me have huge dogs but you know what every day above the grass is a good thing so I don,t sweat the small stuff such as a dog barking

second you're not my neighbor because my dog wouldn't bark at you in your own yard. he will bark if theres people running through my neighbors yard. and i have spoken to her several times about it ( mostly when shes throwing him bones for being a "good boy") he doesn't bark all night long, i'm a stay at home mom, im home every night. my husband works shift work and for some reason Odie knows that hes gone so he will growl if theres someone disturbing his family at night. mostly at night he growls unless there is someone that he thinks is upto no good.
theres a house down the street that has a dog that doesn't shut up, and mine gets the blame for it. luckily any time that bylaw has come here, my dog greets them with tail wagging, no barking what so ever, when the barking dog is still yapping away. their dog barks if you drive down the back alley!
oh and my pyrenees isn't tied up, he has free run of the yard. unless the kids are outside then hes put in his "area" of the yard in a fenced area, hes still a pup and thinks he doesn't weigh 150lbs
