How does one use this drinking fountain?

Here is what the non-grass area looks like

this park USE to be nice and then it started falling apart. The city says it maintains it but the end result proofs otherwise. No grass, non-functioning fountain, trash everywhere, dog droppings everywhere and the trash receptacles are broken and extra dirty (attracts flies & other insects).
They will only "fix" the smaller things and pretend that the entire park has been fixed.

The grass area at Polonia Park will be reseeded and a new fountain will be installed in the next several weeks.

Until I complained last year, mulching and cleanup of the entire perimeter had not been done in a couple of years and weeds were growing everywhere. When I complained, the front area was mulched, but not the back - weeds continued to grow. Will the entire perimeter be mulched this year, including in the back under the fir trees? Or, if not mulched, will the weeds be better managed?

Polonia park used to be a hidden gem, unfortunately it became a dog park. The city tries to keep up with maintenance but when you have several big dogs running around and doing their business 3 times day/everyday, it becomes a big challenge. Once my child was going down the slide and a big dog (off the leash) peed on the slide. That was the end of it for us. Not to mention the sign reads "dogs must be leashed". I think the park looks great and it is serving its purpose of being an open air toilet for dogs.

It has been 2 months since this was acknowledged and nothing has been done yet. Is there an update when the water fountain will be fixed? The weather is really warming up now and it would be great to have a working fountain and a well maintained park.

One of the lights is also out- first light when you walk into the park to the right. The kid's ladder was finally fixed (yay), but the fountain is still broken. We haven't even gotten to the hottest months, just a few hot days, please fix so everyone can enjoy park in warm weather!!

The park has been over seeded and DPW is watering to ensure it takes.
