Not sure if this is still the way it is handled, but in the past it has been the property owner's responsibility to fix damaged sidewalks in front of their property even if it is not actually their property and just the City "right of way" next to the street. Apparently the City will also fix it and then bill the closest property owner sometimes. I would report this issue to Code Enforcement and see if anything can be done about it: http://www.tucsonaz.gov/pdsd/code-enforcement-violation-report or call (520) 791-5843.

Best of luck to you in getting this dangerous problem fixed. It is pretty crazy you reported this nearly 2 years ago and it is still not addressed.

I know I've reported enough of them to fill with a truckload of cement these Damn things are everywhere the city of Tucson just don't care
