The car is a burgundy subaru 4 door suv. There are no stores in extreme close proximity. There is an after-school bus that drops off right here and this car is in one of the handful of spots that are useful for parents doing pickup. So a sticker and/or tire chalking should help confirm if it is abandoned.

    2) Building work is being done with a large temporary structure (scaffolding) and a boom and does not appear to be permitted. Again, I am concerned the HOA board is acting recklessly.
