1715 & 1717 Echles St(duplex): This backyard Mechanic/tenant uses both lots to repair vehicles. After they finish the repairs, the unwanted parts ((tires, bumpers, finders, engine blocks etc.) are left for the city of Memphis to pick. The residue of oil and transmission fluid looks bad. Now he believes that it is okay because he observed what was happening up the street at “1690 Echles St”.
