the whole street (all of 24th between Adeline and Peralta is peppered with multiple huge potholes. One outside the address for this report is surrounded with a big spray painted penis, probably to alert drivers to the issue. Cars are now swerving violently out of the way and creating dangerous driving conditions for themselves, other drivers, bicyclists, and pedestrians.

OAK 311 has received this issue. Your service request ID is #887063. Thank you, in advance, for your patience as we work through a backlog of pothole service requests. Unfortunately the City does not have enough funding to repave all streets in poor condition. With limited funding, our response to resurfacing requests is limited to minor pavement and pothole repairs only. Our Street Maintenance Department will assess your street and determine whether temporary measures might be appropriate. Please understand that this work may be limited to pothole or other minor repairs, and that we have many similar requests. We will do our best to respond in a timely manner. The backlog of streets in Oakland needing pavement currently is $435 million and growing.

that's great but 24th isn't on this map...So it's not in the plans for the next 5 years? in the meantime what do we do? swerve in/out..run into bikes while strollers and wheelchairs can't also use the sidewalks due to trash/camp you name it. So we end up with pedestrians, strollers, wheelchairs on the street with cars swerving in/out to avoid potholes. Seems like a great plan for multiple casualties and lawsuits.
Looks like 24th St in W Oakland is not yet on this 3 year plan, but 26th St just north of there is. Both streets obviously need attention but even $100M isn’t enough to get to every block.
It looks like the city is doing a good job trying to distribute the funding equitably, but if you have any suggestions then now is great time to leave them via the survey.

The boilerplate reply the city provides for pothole reports is now out of date. They are now collecting input on a proposed 3-year (2019-21) $100M paving plan, with details and a survey here: https://www.oaklandca.gov/resources/proposed-3-year-workplan-feedback-survey.
