Residents around Washington Circle live right by George Washington Hospital, so we know that hearing sirens is a given. The gripe is the use - rather abuse - of these sirens by the ambulence and police drivers in the middle of the night, e.g. at 2am, when they are clearly not on their way to an emergency. I know they are not because they drive through the circle and "beep-beep-ba-beep" the sirens as if they are playing a game/song, then it abruptly stops and randomly restarts. Moreover, there is virtually no traffic on the streets at this hour, so clearly it is not done to alert anyone. It is just them late at night, having fun with the siren, completely disregarding that they are driving through a residential neighborhood. I respect ambulence drivers for what they do, but this behavior is clearly unprofessional, unnecessary, and disruptive.
