I received a call this morning (thank you!) saying that it would be taken care of today, but it's now nightfall and the trash can is still full on the curb where it's been for more than 8 days.

Sorry, but am I misunderstanding what "resolved"/"closed" would mean?

I am very sorry, but apparently the driver did not pay attention and took other trash on the street that was out early, thinking it was the trash he was sent back for. Today is your regular trash collection day so we will be sure to take it today.

I was informed that the four barrels in front of 70 Kirkland today are all set.
