Then please privide me the location in the city website stating that the trash are allowed on the sidewalks all day everyday. The residents pile their trash and recycle in and after a week and 2 for recycles the sidewalks are an abomination and nearly impassable.

(a)
It shall be unlawful for any person to dump or otherwise dispose of trash, garbage, refuse, litter, a companion animal as defined in Code of Virginia, § 3.2-6500 for the purpose of disposal, or other unsightly matter on public property, including a public highway, right-of-way, property adjacent to such highway or right-of-way, or on private property without the written consent of the owner thereof or the owner's agent.

This is code directly from city of Richmond website. The trash cans and recycle sit on public sidewalk/right of way all day everyday spilling trash and debris. Please have your inspector do another check and have this building owner put their cans of of public right of ways
