On the corner of Noe and Beaver St (Noe between Market and Beaver St.). there is a homeless man who continually comes in the early morning to scatter all his plastic garbage on the sidewalk and loudly smash his bottles and cans for an extended period of time. He comes between 5-7am and I've heard him out there at least 6 times now. The noise is a problem and he is blocking the sidewalk and leaving trash behind.
