    At first look this would be defined as an “alley” - a public thoroughfare which affords only a secondary means of access to abutting property. The owners on both sides of the block whose only access to their property defines as “street”, “minor street “, or “secondary thoroughfares “. Shady patching work will not fix this issue. Resurfacing would be the end game.

She also has tree limbs growing out of her wooden fence that she never takes care of. please have something done!
