After the new system was installed from 5pts down to rt 63, and once the lights 'learned' the traffic patterns, the timing of the lights was much better and north & south traffic on rt 309 was flowing much better. However, since hurricane Sandy, the light at Hartman & 309 has not been working properly to the point that it causes northbound traffic to back up thru the intersection at Rt 63 and sometimes up onto the expressway. It starts as early as 4:30 and continues at least until 6:30pm. There are a dozen cars at most passing thru the intersection from Hartman or the jug-handle turn and yet the light is green for those cars for about 60 seconds (30 seconds each side) while hundreds of cars back up on 309. It needs to be fixed!!!
