Our neighbor's roof is in disrepair, and she had a contractor install tarps on the roof two years ago. She has not improved the roof since, and the tarp material is shredding in the wind and blowing all over the surrounding area in tiny little tarp fragments that must be picked up one by one by hand. Most recently, the wind from recent storms has blown a lot of new material off the roof, including now the blue tarps that are starting to fray. The tarp material is everywhere in the surrounding yards, and there is no end in sight as there is a lot of tarp remaining on the roof. We have tried reaching out to our neighbor several times to offer help, and each time she says she is going to take care of it, but she is elderly, and she seems unable to fix the problem. We have a 14 month old that has begun picking up the tarp material and putting it in her mouth. This is significant illegal debris problem for all the surrounding houses.
