    Don't just complain here--> send a note to the city council... daily if you make a new observation. Don't harass or vent, just state your observation and pile up the facts so high that the council sees we're serious, honest, and perhaps living in fear in our previously nice, quiet neighborhood.

    Ohh, and have a very low threshold for calling the police. If somebody is in distress or is acting like they could be a danger to self or others, call the police, that's what they're there for. And the city will have to pay attention to the number of calls that the police are getting. Just make sure it's a legitimate call with real grounds for concern whether it's for your safety or for that of somebody else.

    Substance abuse-- I was not looking up my window at these times, but my downstairs neighbor has had two different men walking around apparently in a daze and or hallucinating, having spasms... She called the police both times. One of the men involved was taking off his clothes and rolling in our flower garden. The police did come and address his issues and get him in an ambulance. Today, while walking in the street just between Tyng and Tate streets, I counted 6 needle caps that were out in the street, easily seen--one can only imagine how many are in the grass, in the gutters behind parked cars, and on the sidewalks! That also tells me that there is at least that number of uncapped syringes out there waiting for somebody to find them!

    Harborview Park, full of trash, and supporting a new colony of rats! I had never seen rats around my house until the number of tents started to crescendo this summer.

    The sidewalk ends in a row of bricks with a substantial divot in front of them. A major trip Hazard as one enters the intersection of Temple and Congress Street heading north east.

    There is a pothole in the 300 block of Spring St. It is in the right hand travel lane, at least a foot long and six or 8 inches wide and more than two inches deep.

    There are a bunch of cigarette butts and food trash etc, in addition to the green tin mug, well outside the boundaries of this photo.

    This is found at the very corner of Harborview Park, at the intersection of Brackett and York. One certain homeless fellow sits there most days and is responsible for all of this.

    At the foot of the steps in Harbor View park, sitting on top of the stone circle, there is a needle on the left. It was left there in plain view. Who knows what may be lurking in the taller grass and shrubs, as there is almost always a fresh needle cap or two down in that circle area.

    Even the people camping in the park are complaining of the rats! Bring a truck, there are two big piles of trash: one beside the pedestrian way through the park, just after it emerges from under the overpass, the second is near the upper circle, at the foot of the stairs.

    An uncapped syringe is on the grass right beside one of the big granite blocks that flank a break in the retaining wall. Standing on York Street facing the Fore River, it is found to the left of the flagpole. You can see the little metal box on the retaining wall which is adjacent to the sidewalk...as seen in the photo. The needle is on the ground on the left hand side of the granite block on the left hand side of the 1st or 2nd opening to the left of the flagpole

    There is a large amount of trash scattered in the area near the circle at a foot of the stairs in Harborview Park. When asked about the trash, one of the campers replied, "We don't have to be good neighbors.”

    While SeeClickFix only offers me the category of “abandoned bicycles,” in light of the number of bicycle thefts reported around our city, there are numerous tents with more than one bicycle beside them here in Harborview Park. I can only wonder if some of these bicycles have a legal owner who is not currently residing in our park? As another letter writer to City Council observed, many bicycles now are costing hundreds if not thousands of dollars-- perhaps there might be some appreciative taxpayers and voters looking to have their property returned to them.

    My neighbor and I, on separate occasions, have seen a rat between Brackett St. and the edge of Harborview Park.

    I pass by this area very often, and over the past seven years, I have never seen a rat before. It seems more than coincidental that we now have more than two dozen people camping, defecating, and throwing away trash in our adjacent park. Granted, the two issues MIGHT not be related, but if I were going to put money down on a bet--the rat sighting is directly related to the homeless encampment.
